    If in the technical specification, the number of equipment provided is known but the sizing yet to be confirmed (through the detail design that the Contractor will do), if it is mentionned in the contract that the sizing provided are tentative for bidding purpose and will have to be updated during the detail design, then is a change in the sizing of the equipment to be considered as a variation or as an identified risk to be born by the contractor?
